Portugal’s Terror Threat Level Upgraded from Moderate to Significant

The Internal Security System (SSI) in Portugal has decided to increase the terrorist threat level from moderate to significant. This change is due to the ongoing conflict between Israel and Hamas. The decision was made in close collaboration with international and national partners. The Security Information Service (SIS), responsible for threat assessment, worked closely with these partners to gather systematic evidence regarding potential threats. Although there are no specific indications of terrorist actions within Portugal, the threat level was elevated as a preventive and cautious measure. The decision aligns with other European countries where isolated radicalized actors have carried out difficult-to-detect terrorist actions. The authorities in Portugal will continue monitoring the situation proactively and adapt security measures accordingly. This decision was made during an extraordinary meeting of the Anti-Terrorism Coordination Unit (UCAT) led by the Secretary-General of the SSI, Paulo Viseu Pinheiro, and attended by representatives from various security agencies, including the Judicial Police, National Republican Guard, Public Security Police, Security Information Service, Strategic Defense Intelligence Service, Immigration and Borders Service, and Maritime Police. The escalation of the conflict between Israel and Hamas has added complexity to the Islamist terrorist threat in Europe, contributing to the decision to increase the threat level in Portugal.
